This detection is not foolproof. It is more like very, very likely APIML. Since this function is used for URI encoding choices, we will increase the encoding for APIML and minimize the encoding for z/OSMF. This should position Zowe for anticipated future restrictions on encoded characters in URIs. Previously, a high level of encoding was used for all connections. So, if some configuration is misinterpreted as APIML, it will get similar encoding as before these changes, so we do not expect any breaking changes as a result.
In the future we may want to replace this implementation with a more certain confirmation that we are connecting to APIML.
